Database clearances do not update.

When you add a clearance level in the terminals via the database, they don't save.

Very simple to replicate, try and add a clearance level to yourself and click save then recheck the clearance. It doesn't update.

EDIT: The clearances in the database also don't reflect the new CLs.

So just to demonstrate:

I updated Joseph Ford's clearances in the database. I initially started with his Xenian Clearance and after a try or two, it updated successfully.

However when I went to update his administration clearance, it failed to save on multiple occasions.
