I am pleased to announce a significant development within our security organization: the establishment of the Internal Affairs Department within the Black Mesa Security Force. This department will play a crucial role in maintaining the integrity, professionalism, and effectiveness of our security personnel. As Chief of Security, I believe that transparency, accountability, and continuous improvement are essential to our mission of safeguarding Black Mesa.

Responsibilities of the Internal Affairs Department:

  1. Personnel Oversight: The Internal Affairs Department will be responsible for monitoring the conduct and performance of our security personnel. This includes assessing their adherence to protocols, code of ethics, and operational standards.
  2. Suspension Authority: In order to ensure swift and appropriate action in cases of potential misconduct or breaches of security protocols, the Internal Affairs Department will have the authority to temporarily suspend personnel without pay. This measure aims to prevent any compromise to the safety of Black Mesa and its projects.
  3. Investigations: The department will have the authority to initiate investigations into security personnel when necessary. These investigations will be thorough and impartial, aiming to uncover any misconduct, negligence, or breaches of security protocols. Our goal is to maintain the highest level of professionalism and security within our ranks.
  4. Questioning of Personnel: Security personnel will be required to cooperate fully with the Internal Affairs Department's investigations. They are obligated to answer questions honestly and truthfully during these inquiries. The fifth amendment, which protects against self-incrimination, will not apply in these scenarios. Our priority is to uncover the truth and ensure accountability.

  3. Handpicked Department Members: The members of the Internal Affairs Department are handpicked individuals who have demonstrated exceptional professionalism, integrity, and expertise. Their role within the department will not restrict them from fulfilling regular guard duties when needed. This ensures that they remain connected to the security operations of Black Mesa while performing their additional responsibilities.
I understand that the establishment of such a department may raise concerns among some members of our security force. However, I want to emphasize that the Internal Affairs Department is not meant to undermine our personnel's dedication and hard work.
